The test I mentioned in the first post the "CITO toets", which is basically the only time we are graded in comparison to one another here, combined with the advice of the 8th grade teacher. The score and the advice combined allow us to apply for a level of secondary schooling.

Just different levels preparing for different kind of continuation schooling.

VMBO (used to be called MAVO) "lowest level, Preparatory Middle Trade Education
HAVO, "middle level", Higher General Continued Education
VWO, "highest level", Preparatory Scientific Education

The idea being that VMBO leads to trade school "MBO" ("Middle Trade Education") (learning a job the old fashioned way), HAVO leading to non-university college "HBO" ("Higher Trade Education") and VWO leading to University.
