He, unprompted, listed people he was stewing over and then followed up with someone to vote one of them. Now I agree with you that the reasoning isn't great but I think often times people mistake poor play for scum play. Sultan is actually showing some drive in figuring out the game and isn't floundering for suspects, which I tend to take away from newbie scum more than anything.
