Yeah, I'm leaning that way for Harukana. Generally, the more female-heavy a show's cast is, the more likely I'll prefer the show subbed over dubbed.

For Chio, it really could go either way. I've noticed that shows that rely on "random comedy" like this one often do equally well in both Japanese and English. D-Frag is one of my most notable exceptions to the "female-heavy = subbed is better" rule because it has one of the greatest English dubs that I've ever heard in my life. It's definitely a "random comedy" show, and the over-the-top reactions of the English VA's (especially Austin Tindle as Kenji) were amazing.
