Originally, no, and still shouldn't, but nowadays Steam just refuses to go offline and keep trying to connect for hours even if you have no internet connection. I can't say that's been my experience. If I start up the computer without Internet, Steam will try to connect when it starts, but it offers to go online once that connection fails, and that's usually the end of it until my next restart. --- This is my signature.
