It might be. I can't say I've ever actually tried to go more than two weeks without connecting a computer to the Internet, so I can't vouch for whether or not a check-in is needed.

I can't say that's been my experience. If I start up the computer without Internet, Steam will try to connect when it starts, but it offers to go online once that connection fails, and that's usually the end of it until my next restart.
