While it does have the best gameplay of the modern Fallout games, its nothing special compared to other shooters, in fact its subpar compared to most. Sacrificing quality quests and story for at best average gameplay and a horrible first person settlement builder makes it easily the worst in the series. Eh. It's all subjective in the end.
