Attack Stat does get better as you star it up, however a max leveled 0* UW still has better attack than a 5* Dragon Weapon of the same tier. So, I would suggest getting a UW for all the heroes on your team that would make good use of it. If you aren't sure how reliant they are on their UW, you could look at the spread sheet tier list to help make a decision.
