Because to me seeking out food to steal is a sign of desperation. I'd rather investigate and find the culprits circumstances before choosing to give them a warning (at most). Cutting off somebodies income over this is not right, it is a minor mistake and does not necessarily mean the person is untrustworthy. Minor mistake? Desperation?
