It is an issue. Just because it's food doesn't make stealing okay. I personally think he should talk with management and try to get the offenders from the cleaning company fired instead of adding something to the food, but stealing is not okay and scumbag thieves need to be dealt with one way or another.
How about leaving a typed note saying "please stop taking or food, if you don't we will report you to your manager"? Then they have fair warning right.
I think firing somebody for eating food is really harsh.
