This works for me. Also a mandatory gun safety class, including proper care and storage, and the ability to prove that you have a secure, locking area for your firearm regardless if you have children or not. If you cannot secure the weapon whereas an intruder, or anyone in your home cannot access it, you aren't permitted to purchase the weapon.

Any issues with the law involving violence, or violent behavior, regardless if they firearm is involved or not, after purchase of the weapon requires you to turn it back in and a partial refund of your money spent if you can provide a bill of sale.

Former law enforcement and/or military can forego the gun safety class because it's part of their initial training, granted they still can pass a full mental evaluation and background check and they were discharged honorably with no discrepancies in their history.

It's a fair start that have terms that even the nuttiest of gun nuts wouldn't hate to the point of aggressively fighting against it.

Sounds about right to me. Healthy law-abiding citizens should have no problems with this whatsoever, and the people who would actually cause problems and commit crimes using guns aren't able to legally get them.
