As I understand it, if someone purchases a $25 gift card, then that card is able to be used as a substitute for conventional payment methods (Cash/card) when purchasing something. In other words, I think of it as an agreement that "the possessor of this card is entitled to $25 of essentially free goods of their choice, since it's already been paid for."
