I don't see why it wouldn't be legal in the US, but it'd also created an extra barrier for entry for US citizens compared to those in other nations. I imagine it'd be a logistics nightmare to integrate every other nation's citizen identification system too.

And it probably wouldn't be a good idea from a security standpoint.

That said, if this is only limited to groups and businesses, then I can see that being more workable.


what if a random 3rd world country restrict access to facebook unless they register it with their ID?
