And, of course, this brings us back to every other medicare "cut" ever: is it an actual cut, or a decrease in spending growth? a decrease in spending growth for the government, a cut in payments to recipients --- He would make his mark, if not on this tree, then on that wall; if not with teeth and claws, then with penknife and razor. ...
