there's a lot of way to fight this boss. killing him before the fight started, waiting for him to die, using konami's cheat code, etc.

there was a cutscene earlier where you saw The End in his wheelchair, you can snipe him and he will be dead. the boss fight will be replaced by ocelot units.
waiting him to die. save your game and continue a week later, he will die of old age.
using konami code on map will reveal his location.
