I don't even follow that as a semantic argument. An amendment is an alteration. If it's not actually in the document you're not altering it thus it wouldn't be called an amendment in the first place.

And the amendment specifically requires the VP's sign-off that the President is unable to serve. The entire cabinet could unanimously declare a President unable to serve but if the VP refused to agree it would not take effect. That is a job/responsibility solely given to the VP.
