I could understand idiots not realizing the damage that they could do to cars by themselves, but any reasonable person could easily imagine the havoc it could cause by drivers freaking out and veering to avoid thrown rocks or overreacted to rocks hitting their cars (assuming the mindset that they don't realize the damage that they could cause). So, even if they make the argument that they didn't understand the damage that the rocks could cause, you've got obvious callous indifference, criminal mischief, and grounds for premeditated murder charges by not taking into account reactions to dangerous behavior.
