Cloud USB deals ~7.5x wind/dark damage, sets Cloud's critical rate to 100%, and grants Cloud a flat +30% physical damage and the ability to break the damage cap with physicals. Criticals are 150% damage, so that basically works out to "Cloud deals double damage for 15 seconds". This is a potentially gamebreaking RW, especially for Full Throttles and Torments; identify your hardest-hitting physical character, use Cloud USB, and then throw out three uses of your most potent Soul Break.

And if you're going to throw SBs out in quick succession, you want an En-Element effect to boost the damage. That's where Cloud BSB2 comes in - it's an En-Wind BSB, and a good one in its own right (~6.6x wind/non damage, command one is a weaker Omega Drive, command two grants Dark Bargain effect.) Not a game breaker, as the USB is, but respectable.

With the USB alone, Cloud can exploit a lot of elements (if you dive him to 5* Spellblade) but isn't generally the greatest; you're typically better of having someone else RW his USB. With the BSB2 alone... well, it's not a game changer, but it is good. With both, you can bring Cloud USB + En-Element cheese to any fight that doesn't at least resist Wind.
