My understanding was that McConnell was exploiting his authority by designating other bills as higher priority, and thus delaying a vote on the CHIP extension. Does the filibuster-breaking 60 have the authority to call for an immediate vote, or am I not understanding the situation correctly? --- I don't like this duchy.
