To me, the above means that U.S. has a responsibility to help Puerto Rico during this time of disaster.


But do they vote though?


I'm not sure why you are stuck on the notion of their voting status and why you think it's related to receiving aid during a disaster.

At the very least, we should be wanting to help people because they are people in need.


They can't help Trump. Why should he help them?
