Except for the fact that the anime heavily influenced the games, to the point that XY used a companion system and -- years earlier -- the anime changed character and monster designs in the games. Plus the anime is, broadly speaking, the more complete incarnation of the franchise and covers aspects which would otherwise be left to imagination.

As for the in-game Pokedex, it was *always* notoriously unreliable. Especially given that, if the examples you cite are true, nobody in the games would actually use those Pokemon. The fact that they do demonstrates that the Pokedex entries are either exaggerations or just something made up on the spot by the localization team

And, in general, a LOT of people are "in charge of making Pokemon." It's not like there's one person doing everything.
