You could credibly make him whatever rarity you wanted really, even ignoring the fact that well I wouldn't really call the higher rarity guys stronger anyway (Herc should absolutely be a 5* if you're going that way) and that he has pretty good showings in the game. That being said I don't mind he's a 1* much he seems viable enough due to the grail system. A bit squishy and lower attack power than I'd like but his skills are good, his NP is strong and easy to raise to 5, and he gets good crit star/meter gain. I'd rather use him than a lot of higher rarity servants. Probably legitimately stronger than Stheno of an equivalent level straight up just to name a higher rarity of the same class. (LOL.
