It seems very much like the kind of thing one would do immediately before making immigration policy much harsher. Changing the rules on someone to make their past actions more illegal than you previously told them, and then punishing them for that, is super contrary to our system, so we often provide outs or exceptions. (But not in this case apparently...) Regardless though, DACA is there and doing a thing. Is there any real justification for its removal? The illegality argument sounds like ripping off someone's band-aid because they pulled it from the wrong drawer.
