Can only get them in the post-game, you have to wait for more phone calls just to get the damn blocks, then for some pokemon you gotta wait 10 days just for one type of block to upgrade, for each type of block. I'm pretty sure it's not even the longest wait time, but I remember having to wait 70 days just to catch a friggin' Riolu.
