The President is cutting money from FEMA because he sees a better use for it. The man is donating 1 million to those in need. It's an easy separation if you wish to make it. He can be both a bad President (if that's your opinion) and a decent man in the same gesture. The man is also scamming taxpayers to pay him for Secret Service members to stay at his resorts. Source? He makes them rent carts every time instead of leasing some for regular use.
