that's because it's fucking stupid as shit, and NK would just ignore it like they ignore everything or use it as a platform to invade SK.

the actual, 100% reason why NK is so cocky and just does whatever is because no one actually does anything to them. why would they stop if there's no actual reason for them to stop? no one is getting in their business about anything.

everyone can say "oh north korea needs to be taken care of", but that's nothing but talk. pure conjecture. until someone actually does something, they aren't going to change.

you can mobilize all these forces all you want, but their only purpose is to make it look like something might happen, and that may have stopped NK the first time or second time they did that, but then NK noticed that...they aren't actually doing anything in response to them.
