The implication is hyperbolic, considering that it had no impact and the I'm not entirely sure that the new guidelines would make much difference in these conditions. More importantly, the issue with all of these grand edicts and mandates is that they often prevent *anything* from getting built, which means you're relying on the old, even worse infrastructure. Honestly, if it comes down to a new construction that might not meet some arbitrary standard vs crumbling infrastructure that doesn't need a hurricane for a disaster, I'd take the new stuff.

If the government is spending my tax dollars to build something to protect the populace from disaster, I'd rather they not waste it on something that doesn't even work. If they're not going to build it to a half-decent standard, I'd just as soon they not bother and put the money towards something more productive.

That's the entire reason why we have standards in the first place.
