It's honoring traitors. Those monuments didn't go up immediately after the war; they went up 100 years later, right in the middle of Jim Crow. They didn't go up to honor the dead; they went up because of racism.

Robert E Lee was actually an alright guy, he freed his slaves before Grant did.

Also, the US government doesn’t consider Confederate veterans to be traitors. Anyone who fought in the civil war is considered an American veteran, no matter which side it was for. Not to mention, the “traitor” argument is pretty stupid since our country was literally founded by treasonous “traitors”.
