It's confusing as fuck. As far as I can tell, they both have similar functions and some overlap but there are some that seem to have been removed from the Control Panel, like the Display/Personalize options. There are also some that probably aren't in the Settings app like Device Manager, but I don't know it well enough to say for sure.

I hate it. It seems like the Settings app is meant for touchscreen devices and the Control Panel meant for traditional users. That would be great if they both had the same features and you could choose to disable one or the other, but neither of those are true AFAIK. I just want to use the damn Control Panel to change all my settings because I generally know where everything is from many years of use, but MS has made this very hard.
