Topic	Is it against the ToU to tag random people who don't post on this board?

Trollpoleon was doing that on his main account and some of his alts for a while, trying to pull me into arguments on CE and Pol when I hadn't visited either board in months. In general, I get randomly tagged to boards I've never been to at least once every few months.
