That doens't sound right...can't see someone with that level of experience being a GS-7. What agency was it with?

If it's for a post doctoral fellowship, this is standard. The term is generally 1-3 years with the intent of transitioning into a professorship either at the same or a different institution. The salary adjustment at this point is approximately a 3-4 fold increase for a scientist (non arts-based). The tenure-track to Associate and Full Professor then incurs concomitant salary increases.
