Given that she was on a bicycle, she was automatically a high flight risk. Bikes are more maneuverable than cars in urban settings and faster than people. Once again it is a legal order to get off the bike during a stop. They can arrest her for resisting arrest if she does not comply. At which point searching the bag becomes ok.
