You don't need a warrant for a street search. You don't even need it for a search of a car.

You do however need probable cause. I'll give you she has a masculine appearance, I'll even give you she was on a bike and that could have made it harder to judge her height(I disagree that it would cause an 8" difference but w/e), so seeing her at a distance and stopping her, I think is suspect but I'm ok with. But the police should not be employing anyone who still thinks it is probable that not only is she a 170 pound man almost a foot taller than she is, but that she is the specific man they are looking for after detaining her.
