Or you could read that as saying that he created the German concentration camp system, which is what the article was about. That's about akin to an article talking about a country's legal system, mentioning someone that had a profound role in creating it, and then being upset for not mentioning Hammurabi.

Sure, taken by itself, that single sentence is misleading, but in the context of the article it's clearly meant to reference his role in creating the German concentration camp system.
