No, portion sizes are an issue for the average American. "Case-by-case basis" is missing the big picture.

When you look at 70% of the country being overweight it takes a really out of touch person to say "this is an individual problem." This is an issue that needs serious cultural overhaul.

You could use that as an argument if that were the only issue, but it's not. People eating bigger portions is a problem with humanity in general. They see a lot and they eat a lot. Nothing in our body tells us to stop eating before the golden ~15 minutes where you start to feel hungry.

There's nothing else to really blame here - it's a lack of self control. I used to be a similar way when I was younger, I would eat too much, feel sick afterwards, and regret it. Those people need to learn on a case-by-case basis. No amount of cultural change would fix that.
