Maybe not in of itself. But indirectly it can lead to situations that would be grounds.



Not really, because that's why entitlement programs exist.

An entitlement that only pays $170, that you can't get into anyway, certainly isn't helping much.

So I guess stealing children from the poor is the endgame in denying all of their welfare applicants.
