Maybe not in of itself. But indirectly it can lead to situations that would be grounds.



Not really, because that's why entitlement programs exist.

An entitlement that only pays $170, that you can't get into anyway, certainly isn't helping much.



Which is why someone should sue the state and the FBI should start an investigation, which they likely already have (they cannot tell you this unless it leaks many times). That also only pertains to TANF, not Medicaid or SNAP or any other possible entitlements.
