Florida's drug testing, beyond the lack of constitutionality, wasn't even effective. It cost more to maintain than the money return for catching the incredibly low number of drug abusers using welfare. How much smack or crack are you going to get on $170 anyway? It's more then $170 here in Florida now that I'm reading it.
