I mean, most of your arguments are pretty poor. Granted there are a large number of useless weapons, but you'll find enough that you shouldn't be picking up white or green weapons very often. As far as the weapon manufacturers go, Hyperion is basically the weak link and they still have plenty of good weapons. Maliwan is weak as hell but is elemental, Torgue is shit for accuracy and speed but does huge amounts of explosive damage, tediore is usually bad except for SMGs ... Yeah actually it's always bad except SMGs, which can be amazing. Dahl is also always bad except for SMGs and I think they do the Spiniguns too, but I don't use those. Bandit is usually shitty, the shotguns can be good though. Vladof has some great pistols and snipers, I think defend ARs as well. So I mean maybe with Bandit guns you have a point, but eh. I agree good items don't drop often enough, The Pre Sequel fixed this to a large degree though. The gun stores in the Pre Sequel are great. Hopefully that's the one thing they keep from TPS, maybe Ice too. They upped the legendary drop rates a while back in a hotfix. They drop pretty often now, I'd say they have it about right. Splitting the legendary and skin drop pools would be nice.

Really it's shields or specific gun types (ARs mostly) that suffer from the game mechanics. Tediore shields are worthless as hell. Maliwan shields are OP as fuck. Any shield can be any manufacturer. And apart from Melee shields and a few special shields like the Bee, Antagonist, Sham, or Rough Rider, it's hard to really have a good shield so you can't really have a character rely on shields alone. Some exceptions might be the Flame of the Firehawk, the Transformer, the Deadly Bloom, maybe good Absorb Shields. Mostly those have specific uses but at least they aren't OP and yet somehow required to fight raid bosses.

Also class mods are done terribly as the majority are worthless, and some characters simply have no useful class mods (Gaige, unless you count the Terramorphus one, or axton with his reliance on Grenadier mods).

Again though it's not guns that have the problem. Oh and also you get OP guns from quests pretty easily in the main game, Dungeon Keep, and Oasis.
