He just phrased it so badly both denying chemical weapons and "holocaust centers" I think he just got flustered.
It's like if someone said "I have some coke in my fridge if you want one" and then getting mad because it's actually Pepsi.
His point is that Hilter didn't drop tabun bombs on allied forces despite being capable of doing so. Bashar or at least his men did,
Feels weird defending Spicer because he's so out of his depth it's comical but these feels like textbook "Gotcha!" media reaction to poor wording rather than actually doing something horrible.
