Why is this?

A car's skeletal structure generally doesn't bend or deform--because if it does the car is no longer driveable. Unrealistic car accidents have been a long time criticism of racing games, and Next Car Game is effectively a tech demo on how to actually create realistic collision physics, and people have all kinds of crazy fun wrecking cars in the game to see what happens.

So with keeping in mind a very limited range of skeletal motion, and the fact that the environment itself has only minimal levels of interactivity, more time can be spent tricking out the textures and materials of the car and the road, or weather / lightning effects, because for the most part very little is being honestly animated in the same way that a character would be animated as he jumps or crouches or holds different weapons.

Maybe you remember a few years back some guys promised this amazing tech engine with hyper photorealistic graphics at no processor cost that never went anywhere? well guess why that was? if you rewatch the videos, you'll see that nothing is animated at all. It's just a camera checking static things out from different angles.

the engine was real, but there was no way to make a serious game out of it.
