In the U.S. we're not doing a great job about providing quality affordable housing. Especially not in a dangerous neighborhood. It's not our job to provide "quality affordable housing" except to the extent that we allow the housing market to continue building homes. We don't do that, land use regulations are ubiquitous and very onerous. Gentrification isn't as bad as people are saying though. There are upsides and downsides, bit more upside usually, especially if you own your home.
