Um... yes they did. Assad has been attacking his own people with all manner of illegal weapons for years. Where the fuck have you been for almost the past decade?

Those people were right-ish. It's a very gray area, but he managed to remain juuuust on the legal side of things. Honestly, do you really think if Obama violated the constitution the republicans wouldn;t have jumped on the chance to impeach him? Not defending Obama for using it, but to say he did something illegal isn't technically accurate. Plus, to get congressional approval we would have to declare war, which would require acknowledging ISIS as a sovereign nation. No one wants that. Well, except ISIS.
