That's pretty much how no-fly zones work. If there's no enforcement mechanism, then a rule or law really doesn't exist. And so her idea of a no-fly zone might just be unworkable. Or else she'd work out a diplomatic resolution with the Russians so they stay out of the no-fly zone.
