There are restrictions for some of the parts. More importantly, there are restrictions when it comes to buying ammo as well with some types just being flat-out illegal. So if you can mill your own gun parts from raw materials (such as with a 3D printer), put together a gun, then craft your own ammo, you're good to go... but you could do that in any country.

Not sure where you're going with that, but our median is higher than other nations. Granted, laziness has multiple connotations.
