Zero's pretty damn good but I don't think he's broken tier. Wesker either for that matter. As far as fighters go they're a pretty tame top tier.
Zero's at least enjoyable to watch because there's a lot of execution skill there. Wesker is more that his stats are just too beefy. I actively root against Weskers but I'm not that way for Zero yet.
