Nah, there are definitely a good twenty-five or so episodes in its lengthy run (all of which from the third season onward with the exception of the second season's out-of-nowhere out-of-the-ballpark "The Measure of a Man") that are genuinely thought-provoking television.
It's just that -- like I said -- it's so utterly uneven about it even after it gets 'good' that there are at least a few episodes every season where you go 'eh, not again!'
And yes, the final season definitely has more duds than anything since the second one but there are a few really high points that keep it above water nevertheless. Including a rather stellar series finale that manages to poke a bit of fun at the budget and direction of the series premiere.
