First two seasons of DS9 or TNG?
TNG, definitely. I'd say DS9's first season is also its weakest (it's very 'TNG lite' at that stage, but the characterization still manages to come through a bit sharper) but the second season of DS9 is pretty good apart from a rough patch around the middle.
And DS9's first season > TNG's first two seasons pretty easily. It has the benefit of latching onto the already-experienced TNG back when it first aired. The writers mostly knew what they were doing at that point and some of the worse writers from early TNG had been kicked out.
