The sentiment of putting a program in place to get unemployed workers back into the workforce, proactively, is great. That said "associate's degree" just sorta shows how out of touch these guys can be.
You don't think an associates wouldn't be a step up some black guy in Baltimore?
So they get an associate's degree and now they're unemployed, but have an associate's degree.
