No, he is literally set up from the end of disk 2 onwards, and it was Masterfully done. Square's only issue was not understanding most people on this board are idiots.
If he actually was set up well, you'd tell how instead of just saying this over and over.
Because if he was set up well people would go ohhhh wow.

By the way foreshadowing doesn't make a character good anyway. Zeromus was foreshadowed in FFIV too but that doesn't mean the game wouldn't have been much better if it'd just stuck with Golbez as the villain.
