I guess you were in a coma for a majority of the 2000's.
I guess you don't understand that the economy cannot change overnight. People don't just walk in, make up a budget, and then the economy flips like a light switch. The status of the economy is usually a result of the actions of the President and Congress from about 8-10 years earlier.
