Actually, yes. There are still many, many countries in which you are considered an adult at age 13, as well as at least one religion.
Doesn't make it right; most studies show that when teenagers make decisions, the increased brain activity is actually in the part of their brain that controls emotions, not the part that controls cognitive thought, but that's the way it is.
